I would have to say that the “tactic” is about getting feedback and “opening a discussion”. Mr Elstone, in this instance, is going beyond what is normally required for an operator making an application for a disposal site of this kind.
It appears that he has been asked to do this by the MOECC but,in any case, this is the sort of thing that should be required as a normal part of the regulatory system.
This is both a good sign – showing that efforts are having some effect – and a signal that there is some recognition that the process needs change.
Let’s try not to be too cynical until we see the outcome…
